[Battlemesh] framework/task list for the next battlemesh

Hey battlemeshers,

as a follow up on the participation discussion on the campus,
we have created some draft for the task list/framework yesterday night how
we can organize the next WBM to give more tasks to the community. We have
worked on a draft, which is published on the Wiki:
