Hi,

checked again. Basically, you should use:

http://apps.fcc.gov/ecfs/upload/display

to submit a filing. The proceeding number is 15-170.

The current filings can be found here:

I've also found an e-mail address, although it might be better to use the 
filing than e-mailing the chairman ... From a private mail thread:

“You can also send emails directly to the chairman, Tom.Wheeler at fcc.gov” 
(There may be a better address)

Also please join the prpl foundation mailing list and let them know if you 
send something to get the avalanche started. :)
