[Battlemesh] Easier comment form

The Federal Register has the proposed rules and comment form in a much
slicker format at
https://www.federalregister.gov/articles/2015/08/06/2015-18402/equipment-authorization-and-electronic-labeling-for-wireless-devices

I think there's still some vagueness about whether this applies to wifi
routers. That said, I don't think comments are a bad idea although we may
ask folks to submit more comments later.
