[Battlemesh] Dynamic TX power

Hi,

Yesterday in its 32C3 talk Felix mentioned some friends working on
diminish TX power dynamically without loosing performance.

It think this is key for Battlemesh, as in the past with old Foneras I
had to insist on setting the TX power to 1dbm, because at 18dbm it is
a real waste.

Shooting at 18dbm while the node you want to communicate with is 2
meters away, I call this polution.
