I'm sure the notebook manufacturer does the FCC testing for the whole 
product.

The fact that the wireless card passed a FCC test itself makes it easier 
for the notebook manufacturer. But it doesn't mean that he can get rid 
of doing the certification process again.

There might also be differences in the certification process if a device 
is considered an access point (master) or client device (station).
