At the moment I'm discussing the availability and license of the design 
files with the vendor.

So far schematics and board layout are available. This alone doesn't 
make it an open hardware project. But it's already more than other 
projects like Turris Omnia are releasing. Fair enough, Turris Omnia is 
not a development kit like Espressobin.
