Unterlagen dazu liegen noch nicht vor. Gesetzentwürfe der Bundesregierung werden zunächst innerhalb der Bundesregierung abgestimmt und dann veröffentlicht. Dies wird in den nächsten Wochen geschehen. Im Anschluss an die Veröffentlichung erhalten die beteiligten Kreise (Verbände usw.) Gelegenheit zur Stellungnahme.
