It is older stuff. It works decently well, though there is a
significant number of restrictions on its use, at least in the United
States:
- - No non-ham traffic over that network. At all.
- - No encrypted traffic. Period. Not even for HIPAA compliance (say,
relaying medical information during a natural disaster).
- - No binary-opaque protocols (i.e., protocols that you can't figure
out just by looking at them), because they appear to be encrypted to
the casual observer.
I suspect that similar restrictions apply elsewhere.
