Just found a reference to this in my Twitter timeline:

Already 2 years old, this documentary, but hadn't seen a link or
mention to this here on the mailing list yet. And I found the whole
situation there quite interesting.

And it seems they are using a layer 8 mesh routing protocol, if I
understood correctly :-).

And it seems that the government forbids such community networks there now?
I'm curious, any chance someone here knows these people and knows what they
are doing now, if they could resolve this issue?
